Co-ordination of the legislative, administrative, operational and policy work demanded by the EU integration is a formidable challenge. It requires Governments to upscale human and financial resources and put in place strong systems for strategic direction and communication at local, central and regional level. Drawing on UK best practises, we support structures, mechanisms and skills that ensure merit-based and appropriately trained civil service able to deliver EU reforms, as well as participative processes of planning and co-ordination of EU integration actions.
Key area of impact where the UK can offer models of policy-making, service delivery and performance measurement is the IPA planning and implementation process.
